Do I need to be trained and certified?
Of all the states, Georgia requires certified personnel on land disturbances of 1 acre or greater.  Otherwise, qualified personnel are required to work on construction sites.  In Georgia, the Georgia Erosion and Sedimentation Act of 1975 (GESA) provides the direction that all persons involved in land disturbing activities for NPDES General Permitted Sites need to meet the training and certification requirements. There are many different ways you can be involved in land disturbance.  Depending on your role in the process, this will determine which course you need to take.  If you’re working as a Subcontractor on a permitted site, then you need to take the 2-hour Subcontractor Awareness (white card) course.  General Contractors or project Superintendents must have the 1-day Level 1A Fundamentals (blue card) course. Regulatory Inspectors need Level 1B Advanced (red card) certification, and Design Professionals/Regulatory Plan Reviewers are required to be Level 2 certified (tan card/gray card).

  • Subcontractor Awareness (2-Hour no test) – WHITE CARD
    The Subcontractor Awareness seminar is required for individuals involved in land disturbing activities working in a subcontractor capacity under a primary, secondary or tertiary permittee. It is important to note that a subcontractor certification does NOT qualify an individual to perform the duties of a "qualified" or "certified person/personnel. If you are performing such duties, a Level IA (blue card) certification is required.
  • Level 1A – Fundamentals (1-Day with test) - BLUE CARD
    General contractors, builders, developers, site superintendents, grading and utility contractors, local government installation, maintenance and repair crews, and monitoring consultants, etc.
  • Level 1B – Advanced Fundamentals (2-Day with test) – RED CARD
    Regulatory enforcement inspectors and inspectors contracted to perform regulatory disturbance areas for compliance with state laws.

    Level 2 – Introduction to Design (2-Day with test) – TAN CARD/GRAY CARD
    Design Professionals – Tan Card
    ES&PC Plan reviewers – Gray Card

    What if I already attended a Level IA Fundamentals Seminar, do I have to take the Subcontractor Awareness Seminar too?

    If you are working in a subcontractor capacity and possess a Level IA certification you are not required to take the Subcontractor Awareness Seminar. If you are working in a subcontractor capacity and have attended a Level IA course but didn’t pass the test, you will not be required to take the Subcontractor Awareness Seminar. However, you must complete a Subcontractor Awareness application and submit that along with a Proof of Attendance form to receive a Subcontractor card. Call your trainer for your Proof of Attendance form.

    I work for a municipality, authority, or local government and install and repair water and
    sewer lines and other infrastructure components. Do I need training and certification?

    Yes. Any land disturbance work you perform resulting in exposing soil including excavating, trenching, digging, clearing, grubbing, grading, and other erosion susceptible activities most likely warrants you to attend the Subcontractor Awareness Seminar (white card), understand however that you are not allowed to be the only person on the site unless you have taken the Level 1A course and pass an exit examination (blue card).

    I work for a company, municipality, authority, or local government and we have people that perform land disturbing activities. Do we all need to attend or just the foremen and crew leaders?

    The Law says that everyone must be certified. That means that at least one representative on the work site is consider “Certified” (blue card holder), and that one member per work crew has a white card. The “certified person” must be present onsite at all times. Depending on the structure and organization of your organization, and how you rotate job assignments, this may dictate that only foremen and managers need blue card certification, or all crew members may need to be trained and Subcontractor Awareness certified (white card). Remember that at least one person on the site at all times is Level 1A Fundamentals certified (blue card).

    Where will the training courses be held?

    How do I register for a course?
    See Page 3 (last page) for registration and payment information. You will need to send a completed registration form with an attached list of the named personnel attending the course. All exams have an application that must be completed for record keeping purposes. The applications will be given to you on the day of the course.

    Is there an exam?
    Yes, for all certifications except the Level 1 Subcontractor Awareness (white card) certification. The Level 1A Fundamentals, Level 1B Advanced Fundamentals, and Level 2 Introduction to design courses each have a written exam. Attendees must receive a score of 70% or higher to receive certification status. The exam consists of a total of 50 questions (multiple choice and true/false). Individuals are given one hour to complete the exam, which is open course notebook.

    When do I know if I passed?
    All of the exams are sent to the Georgia Soil & Water Conservation Commission to be graded. The Commission has 60 days to post exam scores and send notice of certification status to those individuals who have taken the exam. It generally takes about 1 to 2 weeks to get your results. Individuals who receive certification will be given a card and the Commission will assign them a certification number for their records.
